THE EDITOR, Sir:
MY CURRENT JPS bill, for the period January-February 2001, increased by over 100%, which prompted me to check why. My findings is as follows:
1. The previous reading of the meter was done September 2000. No reason was given by the company for the delay.
2. Average monthly billing was 550 kilowatts. Current bill 1181 kilowatts. This suggests underbilling of 158 kilowatts per month over 4 months, i.e. October-January.
3. I am now charged at an exchange rate of J$45.66 to US$1 for the entire period notwithstanding the different exchange rates applicable to the months of October, November, December and January.
4. Fuel charge is calculated on a base exchange rate of J$35.00 to US$1 and the difference of J$10.66 (45.66-35.00) which is 30.457% is charged as F/E adjustment. This adjustment is not calculated on the fuel charge alone, but on the entire bill which includes Energy 1st, Energy next and Customer Charge. Shouldn't the F/E adjustment be applicable only to the Fuel Charge? If no, why is there a separate charge for fuel?
5. Why am I being charged to be a JPS customer? Additionally why does this charge attract an F/E adjustment?
If JPS billing system is faulty, then customers should expect substantial refunds.
