THE EDITOR, Sir:
VALLEY VIEW Road in Golden Spring, West Rural St. Andrew was repaired one month before the 1997 General Elections.
The residents on this road are community-oriented and we all protested against the way the repairs were being carried out, without any consideration for proper drainage. The Public Works Department went ahead to overlay the road without the drains, and despite our protest.
The road surface evaporated within the succeeding three months. Our citizens association lobbied relentlessly since then to have the authorities revisit the situation.
On January 15, 2001, on Hot 102's Breakfast Club, Dr. Peter Phillips, Minister of Transport, assured me that situations like ours warrant the recall of the contractor to effect repairs at his own cost. This he said in light of the infamous Arthur Nelson case on West Central St. James, where Dr. Phillips insisted on the recall of the contractor to make good on shoddy work which he did.
I have written to Dr. Phillips on the 15-1-01 reminding him of the discussion on Hot 102 and our expectation of having our road done properly.
Nothing has happened to date and the road condition is unbearable. The Ministry of Transport and Works through its agent Mr. Franz Clarke has referred our association to the Kingston and St. Andrew Corporation. This agency through its head (Town Clerk Errol Green) said that his agency has no money - 11-6-01.
Please Dr. Phillips, make good on your intimation to recall the PWD contractor.
