The real priority needs

THE EDITOR, Sir:

THE present administration is placing great emphasis on physical development - note the keen interest in establishing the Highway 2000 project as well as the proposal for building a new city in the Clarendon region.

These projects though lofty in concept and magnitude should however be assessed in terms of their ability to address the real priority needs of the country.

Any proper appraisal conducted at this time I am sure will identify human development as the number one priority need for the country considering the consistent moral decline the country has been experiencing over recent years.

No one is denying that there is need for a major highway network in the island to facilitate easier access and possible rural growth; neither is anyone denying the questionable need for a new city in the country. The overall benefits from this lofty physical infrastructure should however be measured against a projected comprehensive Human Development Programme aimed at retrieving the country from the moral decadence we are now experiencing.
