I MUST congratulate your very great and informative newspaper. We, the grassroots people, are in the dark and The Gleaner is the candle that makes us see.
It was The Gleaner that exposed the Jamaica Public Service Co., when it connived to overcharge customers. It is now The Gleaner that again on Saturday, April 12, 2002 on page A3 - let us know that Price Adjustment Mechanism (PAM) granted by the OUR in January 1999 to provide funds to pay for water pumps and for the purchase and installation of meters expired from February 2001.
I must inform your newspaper that up till now PAM is being added to my water bills. My last bill dated 12/3/2002 - with reading dates 11/02/2002 to 11/03/2002 has PAM 23.14%=$11.64. Total bill $583.88. Bill Paid 4/3/02 Acct. No. 901105330013.
Many other customers are having the same problem with PAM on their water bills.

Sir, if only someone would explain to us the intricacies of our water bills. Are we being cheated?
