KINDLY ALLOW me to respond to the lead story published in the Sunday Gleaner dated August 18, 2002, where the charges of improper supervision and shoddy road work were made by the JLP. We note that no specific instances were identified.
In relation to the volume of work being done by the National Works Agency (NWA), this is part of our planned programme of rehabilitation. Given the size and scope of the rehabilitation works, separate consulting engineers have been recruited to monitor and supervise this programme. In addition, the largest local firms have also been retained to design and monitor other aspects of the programme now under way.
There is also a stringent quality assurance system in place which monitors the progress of the road work, and ensures that there is conformity to the specifications stated in the respective contracts.
Furthermore, there is in existence a defects liability clause which protects the interests of the taxpayers of this country. This defects liability clause is valid for six months after the work has been completed and handed over. Where defects occur it is the responsibility of the respective contractor to correct these at his own expense.
We are satisfied that the necessary checks and balances have been put in place to ensure that value for money is delivered.
