PM names 11 junior ministers - Kern Spencer reappointed Parliamentary Secretary - All will be sworn in at a ceremony at Kings House tomorrow

TWO FRESH Senators will be among 11 Ministers of State and one Parliamentary Secretary named yesterday by Prime Minister P.J. Patterson to serve as members of his new administration.

The two Senate appointees are Delano Franklyn, chief advisor to the Prime Minister, and Deika Morrison, a former executive assistant to the Minister of Finance and Planning.

Mr. Franklyn will take up duties as Minister of State in the Ministry of Foreign Affairs and Foreign Trade, while Ms. Morrison will serve as Minister of State in the Ministry of Finance and Planning with special responsibilities for Planning.

All 12 will be sworn in at a ceremony scheduled to be held at Kings House tomorrow starting at 4:30 p.m.

Senator Floyd Morris retains his post of Minister of State in the Ministry of Labour and Social Security, while Kern Spencer will return as Parliamentary Secretary in the Ministry of National Security. Senator Noel Monteith, a former educator, will take up duties as Minister of State in the Ministry of Education, Youth and Culture. He will be one of two State Ministers in that Ministry. The other will be Dr. Donald Rhodd.

Former State Minister in the Ministry of Finance and Planning in the last Patterson administration, Errol Ennis, makes a comeback to the Executive after resigning his post last year.

Mr. Ennis stepped down following revelations that at least seven cheques he had tendered to settle gambling debts had bounced. Mr. Ennis indicated in his resignation letter that his decision "was intended to admit an error of judgement and to relieve the party of the embarrassment of his action".

Derrick Kellier, who was State Minister in the Office of the Prime Minister during the last administration, has been shifted to the Ministry of National Security. He will have responsibility for Parliamentary Affairs and will also act as Deputy Leader of the House.

The former Deputy Leader of the House was Terry Gillette, who decided not to seek re-election for the West St. Mary constituency in the October 16 general election.

Fitz Jackson has been moved from the Ministry of Education to the Ministry of Finance and Planning, while Dr. Fenton Ferguson has been reappointed as the State Minister for Transport and Works.

Deputy general secretary for the governing People's National Party (PNP), Harry Douglas makes his entry into the executive as State Minister for Water and Housing and Wykeham McNeill, who was first appointed State Minister for Tourism and Sport last year, retains that post in the newly-configured Ministry of Industry and Tourism.
