THE EDITOR Sir:
IT IS mind-boggling to see the manner in which the talents of the Member of Parliament for South Manchester have been used or rather misused by the Patterson administration.
Perhaps in the history of the Jamaican Parliament the experience and skill of any sitting Member has never been so under-utilised. It is true that Michael Peart was recently appointed Speaker of the House. However, Mr. Peart's training, work experience and political connections make him uniquely qualified to be one of the main technocrats in whichever Government is fortunate enough to have him amongst their ranks.
Michael Peart is an engineer who worked for many years with Alcan Jamaica Company. During his time at Alcan, he served as production manager and plant manager. Very few Members of Parliament can boast of such an impressive resume. One of the weaknesses of the Westminster system of Government is that it restricts the pool of qualified and capable people from which Cabinet members can be selected.
At a time when there are so many problems facing the country one would think that the administration would have been anxious to give someone like Michael Peart one of the major Ministries to run. Yet after being elected for a third term as Member of Parliament he is being made Speaker of the House. I dare say there is no other Member of Parliament who is more equipped to be a Minister of Government than Michael Peart.
