Gov't to set up Consultative Committee on Crime Plan

THE MINISTER of National Security, Dr. Peter Phillips, told the House yesterday that the government will be moving to implement some of the recommendations contained in the Report of the National Committee on Crime and Violence.
The first such recommendation to be implemented will be the setting up of a Consultative Committee on the National Security Crime Plan.
The Committee, which will serve as an advisory group to the Minister of National Security, will comprise the following members:
Hon. Oliver Clarke, OJ, President, Private Sector Organisation of Jamaica.
Dr. Herbert Thompson, President, Northern Caribbean University.
Rev. Roderick Hewitt, President, Jamaica Council of Churches.
Rev. Rennard White, President, Jamaica Association of Evangelicals.
Mr. Derrick Smith, Opposition Spokesman on National Security.
Dr. Ray Davis, Principal, University of Technology.
Professor Kenneth Hall, Principal, University of the West Indies.
Mr. Lloyd Goodleigh, General Secretary, Joint Trade Unions Research Development
Centre.
Mr. Karl Binger, Chairman, Lay Magistrates Association of Jamaica.
Bishop Herro Blair, Political Ombuds man/Chair-man Peace Management Initiative.
Dr. Lloyd Barnett, Chairman, The Independent Jamaica Council for Human
Rights.
Mrs. Susan Goffe, Chairperson, Jamaicans for Justice.
Mrs. Clover Thompson, Regional Vice-President, Lay Magistrates Association
of Jamaica.
Mr. Calvin Lyn, JP, Regional Vice-President, Lay Magistrates Association
of Jamaica.
Mrs. Madge Morris, JP, Regional Vice-President, Lay Magistrates Association
of Jamaica.
Mrs. Grace Allen-Young, Permanent Secretary, Ministry of Health.
Mrs. Margueritte Bowie, Permanent Secretary, Ministry of Education Youth
and Culture.
Dr. Wesley Hughes, Director General, Planning Institute of Jamaica.
Mr. Francis A. Forbes, LLB, Commissioner of Police, Jamaica Constabulary
Force.
Rear Admiral Hardley Lewin, Chief of Staff, Jamaica Defence Force.
Mr. Earl Fearon, Acting Commissioner of Corrections, Department of Correctional
Services.
Mrs. Carol Palmer, Permanent Secretary, Ministry of Justice.
The committee, which will have an initial one-year tenure, will have as its Terms of Reference:
Oversight for the implementation of the National Crime Report.
Making recommendations regarding the improvement and effectiveness
of security arrangements in Jamaica, including the enhancement of Police/Community
relations.
Working with the Ministry of National Security to get public support
for changes to legislation deemed necessary for more effective law enforcement.
Advising on matters which would lead to more effective and professional
law enforcement agencies.
