THE EDITOR, Sir:
I REFER to numerous criticisms initiated against the civil service. Criticism is healthy in that it provides room for correction and adjustment.
However, when it is effected without adequate research I have a serious problem with it. The service has been viewed as "stagnant" and "counter-productive" by the public and some media practitioners. I concur that an insignificant number of persons in the service are non-performers and I am confident they will be weeded out. The service is comprised of highly competent and professional staff whose input has substantially improve the economic and social structure of the country.
It should be noted that the civil service is the engine to economic growth and sustainable development. In the 1970s when some greedy private sector officials migrated it was and still the civil servants who remained in the country and worked assiduously to improve the economic and social condition of this country.
I invite critics to carry out a microscopic examination of the service before making wild and baseless criticisms.
