Questions keep Whiteman on his toes

GOVERNMENT SENATOR, Professor Trevor Munroe, has posed the following questions to Information Minister, Burchell Whiteman, Leader of Government Business in the Senate.

  • In relation to the General Elections held on October 16, 2002, will the Minister please state how many elections agents and/or candidates:

a) made election "returns... of all expenditure incurred in connection with the elections" by November 30, 2002 in accordance with Section 60 of the Representation of the People Act?

(b) failed to make election returns as in 1 (a) above?

  • In relation to the General Elections held on October 16, 2002, will the Minister please state, of those who failed to make returns by November 30, 2002, how many were:

a) candidates/agents of the PNP?

b) candidates/agents of the JLP?

c) candidates of the NDM?

d) candidates of the UPP?

3. Will the Minister indicate how many, if any, elections agents/candidates who failed to comply with Section 60 of the Representation of the People Act and who thereby committed offences under Section 101 of the Act, have been prosecuted for that offence?

  • If the answer to Question 3 is none, would the Minister:

a) state the reason for such non-prosecution?

b) indicate if and when it is proposed to pursue prosecutions under the Representation of the People Act?

Would the Minister provide answers to Questions 1 to 4 in relation to:

a) the 1997 General Elections?

b) the 1980 General Elections?

Opposition Senator, Desmond McKenzie, also asked Burchell Whiteman, Information Minister and Leader of Government Business in the Senate, to answer the following questions:

  • Will the Minister say how many fire engines are currently owned by the fire services of the Government of Jamaica and what are the present conditions of these units with respect to the numbers:

a) in good order?

b) in service?

c) in need of repairs?

d) unserviceable?

  • Will the Minister please state the number of fire units at each station throughout the island?
  • Will the Minister say what is the staff complement of the service?
  • Will the Minister say how many vacant posts exist and what are the plans to fill the existing vacancies?
  • Will the Minister say how many units are assigned to fight fires on marine craft, where are they located and the condition of each unit?
  • Will the Minister state specifically what is the present condition of the marine fire unit assigned to Kingston?
  • Will the Minister state whether the current services being offered comply with the international regulations that are required for cruise ships and cargo vessels?
  • Will the Minister say what is the present state of the services available at the aerodromes namely, Tinson Pen, Ken Jones, Negril and Boscobel?
  • Will the Minister say, in the event of a petroleum fire, how equipped are the fire services to deal with this?
  • Will the Minister say how many units are available and capable of fighting fires on high-rise buildings?
  • Is the Minister satisfied with the state of the fire services, and if not, what plans are there to improve them?
  • Will the Minister state what are the plans to improve the physical infrastructure of stations at the following locations, Frankfield, Barnett Street, Montego Bay, Falmouth and Port Maria?

Opposition Senator, Arthur Williams, will pose the following questions to Burchell Whiteman, Leader of Government Business in the Senate.

  • Will the Minister please state whether a decision has been taken to privatise the motor vehicle inspection services of the Island Traffic Authority?
  • If so, when was the decision taken?
  • Will the Minister please state whether any private entity has been selected to undertake the motor vehicle inspection services of the Island Traffic Authority?
  • If so, which is the entity so selected?
  • Will the Minister please state when was the selection made?
  • Will the Minister please state when is it expected that a private entity will commence operating the motor vehicle inspection services of the Island Traffic Authority.

Senator Arthur Williams will also pose the following questions to Senator Burchell Whiteman.

  • Will the Minister please state the number of cases in the Supreme Court of Jamaica, in which judgement has been given against the Attorney-General of Jamaica in the years:

(a) 2000?

(b) 2001?

(c) 2002?

  • Will the Minister please state how many of the cases, in each year, involve judgements arising from actions in respect of:

(a) actions in respect of motor vehicle accidents?

(b) actions against the members of the Jamaica Constabulary Force for assault and/or false imprisonment and/or malicious prosecution?

(c) actions in respect of other than above?

  • Will the Minister please state the total sum of money awarded under the judgements for each of the years above mentioned?
  • Will the Minister please state the number of cases for each year above mentioned for which payments have been made?
