Why no 'emergency turn around'?

THE EDITOR, Sir:

KINDLY PERMIT me space in your widely read publication to congratulate the relevant authorities on the construction of the 14km Toll Road which runs from Bushy Park in St. Catherine to Sandy Bay in Clarendon.

On the other hand, I would like to know why there is no "emergency turn around" constructed on the busy and beautiful highway.

This "emergency turn around" would facilitate the Police, ambulances and the Fire Brigade. I urgently await an answer.
