IF I recall correctly, taxes on tobacco products were substantially increased in 2001 or early 2002. In 2001, I was paying $100 for a pack and now the price is $170-$200.
I have been trying to quit for dogs years, and one of the problems is that the nicotine replacement products, although they work, cost much more than the cigarettes. Data indicate that the substitutes must be used for a very long time to ensure quitting successfully.
I suggest that the Ministry of Health purchase these gums, patches, and inhalers and such in bulk and at cost from the manufacturers directly, and import them without duty. Further, the Ministry should make them available at cost through select pharmacies or other outlets.
Right now, the gum, for instance, can cost almost twice what it does in the United States, when the stores even have it in stock.
In many circles, it is said that cigarette smoking is more addictive than heroin. Withdrawal is torturous and it is very easy to relapse. Education is great, but even that didn't work for many of my generation. I have quit more times than I can count, and I am still smoking.
When I could afford the substitutes, I didn't smoke. Put them in financial reach and maybe there will be a better chance for those of us who are addicted to this legal drug.
Taxation is not the answer, and we tobacco addicts need real help along the way. I hope the powers that be will consider this idea.
