An act of terrorism?

THE EDITOR, Sir:
A FEW days ago, I went to a meat shop and did some purchases. As I left that business place I entered another one and purchased two apple juices. Later looking over the two bills, I noticed that one had an item called "Bags" listed on it for $20, while the other had an item called, "Refrigeration" listed on it for $4. GCT was also calculated on both of them.
Just as I was mulling over these two sneak punches I heard the depressingly agonising news that come next year, water rates would be increased by 26.3 per cent. Let us bear in mind that it is said that 60 per cent of the water produced by the NWC goes to waste, yet consumers are being asked to pay for this waste.
Mr. Editor, is it possible that maybe, just maybe these people could be charged with terrorism for causing serious pecuniary damage to the well-being of an already impoverished, over-burdened and over-taxed population?
I am, etc.,
