'Government blunders'
published: Saturday | February 7, 2004

THE EDITOR, Sir:

FAR TOO long the government of this eternal land we love has been making numerous mistakes in how we deal with our security forces. The forces have come under abundant criticism for extra-judicial killing and other mis-calculated judgements that they have made. Here is a model security force and let's try and see if this can help to eliminate some of the problems there are.

Merge the JDF with the JCF to form the Jamaica Armed Forces (JAF). The JAF will be responsible for maintaining law and order.

. Merge the JDF Coast Guard with the Marine Police and Port Security Corps to form the Jamaica Coast Guard (JCG). The JCG will be responsible for securing and protecting the coastline and ports of Jamaica.

Merge the ISCF with the Protective Services Division to form the National Security Force (NSF). The NSF will be responsible for securing and protecting government assets, including government officials and witness protection.

Merge the intelligence units and create the National Intelligence Agency (NIA). The NIA will be responsible for coordinating all intelligence and help solve crime and other illegal activities.

Merge the Bureau of Special Investigations with the Financial Crimes Unit, CIB and all investigative units and form the Bureau of Investigation (NBI). The NBI will be responsible for investigating ALL crimes and illegal activities, and in collaboration with the NIA help solve crime.

I am, etc.,

PAUL SCOTT
