But Mr. Lee-Chin's 2003 ranking in turn was above that in 2002, when he was ranked close to the bottom at number 413. His wealth was then estimated at US$1.1 billion.

He first came on the list in 2001, when his wealth was estimated at US$1 billion.

A divorced father of 5, Forbes said the Toronto-based mutual fund magnate bought Jamaican National Commercial Bank in his hometown of Kingston, instantly crowning him an island celebrity. The magazine said he continued his expansion plans last year with purchase of Total Finance bank in Trinidad and Tobago. Last year he donated US$23 million to the Royal Ontario Museum and celebrated the birth of twin daughters. He won their 'award' for strangest billionaire alliance by teaming up with O.J. lawyer Johnnie Cochran to provide financial advice to as-yet-unnamed celebrity clients.
