THE EDITOR, Sir:
HAVING RECENTLY visited Negril I was struck by the flagrant abuse and violation of the building and statutory regulations. The obstruction of the natural beach by a concrete structure at the Negril Tree House is in violation of the planning and building regulations. I am cognisant that there has been extensive erosion of the beach at this point of the shoreline. However, when this structure was erected it was already encroaching on the high water mark. (The high water mark at the time and still remains today, at the end of the dividing North/South property boundary line).
My question is, why have the relevant authorities not instructed the owners to demolish the building, and if they have and it was ignored, why have they not asked the court to order the owner to remove it?
To the west of this property is the Margaritaville complex, which belches out a most intolerable boom up to and beyond midnight.
I ask why is it that this noise is allowed to disturb the peace that would otherwise exist were our laws enforced. Are the adjoining businesses not aware that there is a law which states that this sound should not be audible beyond 100 yards from the premises, yet these licensed premises are allowed to continue, in contempt of their neighbours, and in violation of the law.
It appears to be open season for all, and even the Americans are getting in on the act, ignoring their neighbour's cries to be sensitive to their neighbourhood at Bamboo Avenue, and not begin construction without proper planning authority.
