Implement Japanese model in the Civil Service

THE EDITOR, Sir:
Critical to the growth and development of an organisation is the collaboration and input of its employees in decision-making.
Research has established that stringent rules and regulations imposed on workers impact negatively on output.
In Japan organisations promote training and integrate ideas from the common workers, as a consequence, Japanese companies continue to grow at a phenomenal rate.
It is against this background that I reiterate my call for the full implementation of the Japanese Model in the Civil Service.
