MR. J. PAUL Morgan's role as the Director General of OUR needs to be examined for relevance to Jamaican folks. The government needs to revisit this employment in view of doing a reassignment or taking other appropriate actions.
Since his employment to this post he has been speaking without the requisite information and facts. Recently he proposed GCT on consumers' electricity bills without having the numbers computed to justify his claim. When pushed for details he admitted that he had not researched the matter thoroughly to give specifics - ludicrous! After consistent nonchalance he reversed himself by indicating that there was a misunderstanding of what he actually meant.
On Monday, May 25, 2004 he again publicly told consumers to brace themselves for massive JPS bills in the order of 15-20% without elaboration or basis; then admitted that he is still working out the actual numbers for future announcements - irresponsible and insensitive! Why should he be putting out numbers speculatively on behalf of a company his own organisation has responsibility to determine in a specific way, when all the relevant information and facts are not well researched, verified and sanctioned?
As the top technocrat in that office he should be penalised for his remarks, which allows his organisation to seemingly lack authority and credibility. His statement, though very damaging to the government and consumers especially in light of the recent MOU between government and workers, could be viewed as a public gesture for JPS.
My understanding is that Mirant Corporation, operator of JPS and a failed company in the USA, after one year's operation in Jamaica turned out super profit. How wonderful?
