Executive profile of Carolle Hainsley

AS THE first woman to be appointed Deputy Postmaster General, and the senior of the two executives who have that title in Jamaica's postal service, Carolle Hainsley's extensive portfolio includes administration, human resources, stamps & philately, international operations, property management, and security.

Her distinctions to date in this role include leading the implementation of the change management process, and redesigning of the sorting frames of the mail sorting operations, resulting in a more efficient operation that has helped to return confidence to the Jamaican postal service. The efficiency of the new process contributed, also, to the cutting of the work day from three to two shifts. This resulted in millions of dollars being saved in recurrent expenditure, and created a platform for further improvement of the postal service. The three-shift system had existed for over 30 years.

While her forte is public sector accounting and finance, Mrs. Hainsley has prepared herself adequately for the position which she now holds, with its enormous challenges, by successfully completing several academic courses.

AWARDED FELLOWSHIP

She has a degree in Public Administration from the University of the West Indies, as well as a certificate in international postal management from the Post Management College of Sweden, which awarded her a fellowship. She also holds certificates from the Finance and Accounting College of Training (FACT), for public sector accounting & finance executives, which is based in Kingston.

Mrs. Hainsley was born in Kingston where she completed her early education at the Mico Practising School and Excelsior High School. After completing high school, she joined the Jamaican Government service, as a clerical officer in the Ministry of Health. That was over 30 years ago.

Over the years, she has worked at the Office of the Trustee in Bankruptcy, Ministry of Public Utilities, the Agricultural Credit Board, and her latest posting by the Ministry of Commerce, Science & Technology, under which the Post & Telecommunications Department, which has responsibility for the postal service falls.

AN OPTIMIST

A firm believer in giving service to her fellowman, and the community, Mrs. Hainsley described herself as "an optimist by name and by nature". She joined the Optimist Club of Manor Park in 1998 as a foundation/charter member, and became its president in 2002, before becoming District Lieutenant Governor and member of the District Service Committee. Under her distinguished leadership, the Optimist Club of Manor Park won the prestigious Caribbean District Award. She was subsequently bestowed with the honour of being made a life member of Optimist International, and the Caribbean District.

She has two adult children, and commented that: "The demands of my job and community service activities have not affected my family life adversely. My children understand that I need to be flexible."

Giving an insight into her management style, Mrs. Hainsley said:

"My approach to work is if you have a job to do then just do it! I may be described as a workaholic, but I really don't know what that is. To effectively handle my large portfolio of responsibilities I rely on the support of the managers that report to me. I practise proper time management and follow up everything that needs to be monitored. Having an efficient secretary has proven to be essential also."
