How to beat an insurance scam?

THE EDITOR, Sir:

MANY PEOPLE today cannot afford vehicle insurance so they have devised a way to get around the system.

You purchase a vehicle, take out insurance for the minimum time so you can transfer title etc. then a month or two later this insurance is cancelled by you and part of your money is refuned.

If you get a sticker showing you are insured for six months or a year, it is already on your vehicle whether or not it is valid. How are you going to get around that?

The only way would be a no-cancellation-by-the-holder policy on vehicle insurance, but that has complications too.

I would be very interested to hear of suggestions to control the above.
