THE EDITOR, Sir:THE NATIONAL Environment and Planning Agency (NEPA) has taken note of an article published in The Gleaner on Wednesday, June 23, 2004 under the caption 'C&W tower raises tempers in Manchester'.
According to the article, it was reported at a meeting involving residents of Brumalia and West Road in Manchester, that NEPA had carried out a survey relating to the construction of a cellular tower in the area. The article further noted that the residents claimed that they were not aware of such a survey and demanded to know when it was done and names of persons involved.
A survey was in fact conducted on April 15, 2003 by officers of NEPA. Some 32 residents from the community participated in the survey. Of this number, five persons objected to the proposed development, seven offered no comments and 20 indicated that they had no problems with the development.
PRECAUTIONARY APPROACH
NEPA adopts a precautionary approach in assessing all telecommunication applications. It should be noted that planning approval for cellular towers is granted by the Town and Country Planning Authority. NEPA has developed Telecommunications Planning Guidelines, which address a number of issues pertaining to the erection of cellular sites including siting the design, securing and safety, mast sharing, health, notification and development rights.
With respect to the public concern regarding the health risks associated with cellular towers, there is no conclusive evidence to support the claims of harmful effects of the radiation emissions from the towers. The Minister of Health has, however, adopted the World Health Organisation's (WHO's) standards that address this subject. NEPA, therefore, relies on the recommendations and guidance of the Ministry of Health.
