THE EDITOR, Sir: I SALUTE SSP Rose and ACP Grant for highlighting to the public and the Government the lack of resources and the dehumanising conditions under which the police work. Though rank and file members have been crying vociferously over the years, their calls have obviously fallen on deaf ears. One wonders though, why is it that the police continue to accept the poor conditions under which they work, could it be because of their humble beginnings? Is it because they were taught by their parents to accept and learn to live with the poor situation they were able to afford? Why has Government not matched the efforts the U.K. Department for International Development in the reform and modernisation programme of the JCF. Why not appoint a human resource director so that proper management can be made of the human resources in the Force? A five-year reform programme has been completed in the JCF and a number of recommendations have been shelved because of the lack of funding and no input by Government. It is so ironic that Government finds the money and resources when it's time to impel their political machinery, but find it difficult to access funds for security. I am, etc., ALBERT WILLIAMS Lot 153, 2 North Greater Portmore St. Catherine
