POLICE COMMISSIONER Lucius Thomas has confirmed that the six policemen who were implicated in the Flankers shooting will be named before the end of the week.
It was disclosed last week that the Director of Public Prosecutions (DPP) had ruled that six policemen were to be charged for the 2003 shooting death of 66-year-old Cecil Brown, a newspaper vendor, and 63-year-old David Bacchas, a taxi operator in Flankers, St James.
To date, no arrest has been made. Addressing the Kiwanis Club of Downtown Kingston at the Jamaica Pegasus Hotel yesterday, Commissioner Thomas offered several reasons for the delay.
He said the process had been delayed by a lot of administrative work. This include spreparing warrants and preparing for the appearance of the policemen in court.
Mr. Thomas said the policemen to be charged were being closely monitored, even though their identities were yet to be revealed. "We have put a stop order on them; as a matter of fact, they don't even know who they are," he disclosed.
Responding to criticisms that the Constabulary Force was treating the implicated police-men with favouritism, Commissioner Thomas noted, "They didn't just take themselves and put on duty; we must think about them and their families."
"I have a responsibility as a chief and as a father to make sure their welfare is taken care of," he added.
Commissioner Thomas noted that the investigation process could have been done at a faster pace, but there had been some ballistic difficulties.
