THE EXECUTIVE Committee of the West Indies Cricket Board (WICB) has decided to make public the Lucky Report which delved into - and was highly critical of - the WICB's sponsorship negotiations with telecommunications companies Digicel and Cable & Wireless (C&W), a board release stated yesterday.
Following "detailed and extensive discussions" at its weekend meeting held in Antigua, the WICB committee also said it would make its own comments within 10 days.
COMMITTEE MEMBERS
The Sponsorship Negotiations Committee, established in June by the board, comprised chairman Justice Anthony Lucky, Gregory Georges and Avondale Thomas. The committee's terms of reference were:
To review and examine all correspondence, transactions, communica-tions, minutes, contracts, records, arrangements and any other relevant information concerning:
i) TThe negotiations for the renewal of the sponsorship arrangement with C&W; and
ii) The negotiations and conclusion of the sponsorship arrangement with Digicel, in order to determine whether:
The WICB treated C&W fairly in the negotiations;
An improper relationship exists between WICB and Digicel;
The new sponsorship arrangement was in the best interests of the WICB and continued cricket development in the West Indies; and
Payments were improperly accepted by members of the WICB as an inducement (these members to include board members, members of the marketing committee, executive staff).
The Lucky committee's report was presented to the president of the WICB on August 15 and contained severe criticism of the board's handling of the sponsorship deal which was awarded to Digicel.
