Illegally towing vehicles

AN ASPECT of the Kingston and St. Andrew Corporation's (KSAC) No-Parking Drive has been found to be in contravention of Road Traffic Laws.

Under the drive which began a week ago, there have been instances where vehicles parked in designated 'no-parking' areas have been ordered by the police to be towed away even when drivers have appeared on spot to claim their property.

According to Head of the Police Traffic Department, Senior Superintendent Elan Powell, this is against the law and he says the police hierarchy is currently examining the issue.

"Based on my own reading of the law, you (the police) should give the person a ticket and require the person to move the vehicle." Mr. Powell added: "What we are seeing here is not in keeping with what has always been and what should be."

Responding to comments that some police personnel were instructing that vehicles be towed away to boost their stake in wrecker companies, Mr. Powell said he was not aware of this.

There are criticisms that the KSAC may be influencing the actions of the police. But Mayor of Kingston, Desmond McKenzie has reserved comments on the matter: "Why is it we question the law whenever it goes against us?" he asked.

Pressed further to respond to reports that an aspect of the drive which the KSAC had instructed, is illegal Mr. McKenzie insisted "You, take up the matter with the police."
