THE EDITOR, Sir:

HOW CAN the National Water Commission be even thinking about a rate increase when some of their customers are paying the same bill every month? How can they be promoting water conservation when customers are not charged for the amount of water they consume?

My water consumption has been estimated for more than two years now. Why do I have a functional meter? I think they should wise up because they could stand to lose more than what they are gaining. My bill will be the same no matter how much or how little my water consumption is.

Food for thought: I could easily sell millions of gallons of water each month and still pay $1,375 for each month. Please read my meter!
