A FORMER St Lucia ambassador to the Caribbean Community (CARICOM), Earl Huntley, yesterday proposed that regional leaders should ensure that the decisions they take during their annual summits become legally binding on all member states.
CARICOM leaders have been criticised for failing to implement decisions they have taken during their annual summits, with regional observers saying that has contributed to the slow pace of regional integration.
Huntley, speaking on radio here, said that one way to deal with the problem is to make some of the decisions arrived at during the summits legally enforceable.
"The problem with the integration movement is that decisions taken by the leaders whether at the level of the Organisation of Eastern Caribbean States or CARICOM do not have legislative effect and therefore are not enforceable.
