National Contracts Commission gets final two appointees

THE NATIONAL Contracts Commission has now received the full complement of its appointees with the naming of the final two.

They are Donald Miller who was nominated by the Construc-tion Industry Council, and Lascelles Dixon, who was nominated by the Professional Societies Association of Jamaica. Mr. Dixon is also the immediate past chairman of the NCC. The appointment was executed by Governor-General, Professor Kenneth Hall.

Last week five appointees were named to the NCC, 24 hours after Contractor General, Greg Christie, chided the Government for its tardiness in appointing physical instruments which he said was delaying the work of the NCC.

WASTE OF TAX DOLLARS

Mr. Christie had also said the delay could result in a waste of tax dollars in project overruns.

"It would appear that the full impact of what is already a crisis situation which is prevailing in the country's public sector procurement system has not yet been grasped by the Govern-ment," Mr. Christie said in a statement to the media.

More than a week before the first appointments, Government said it had identified the appointees who were approved by Cabinet, but they were not named.

This sparked the ire of the Mr. Christie who said he had written to the Cabinet Secretary a full two months before the names were identified, urging the Government to speed up the process of naming the appointees.

Mr. Christie received support from Opposition spokesman on finance, Audley Shaw.

Critics have charged that the lack of independent scrutiny of several contracts worth $4 million and more may have provided loopholes for government funds to be put in the pockets of political cronies, critics said.
