No condoms for prisons to fight HIV/AIDS
published: Thursday | June 29, 2006

REESE

FOLLOWING A meeting between officials from the Ministries of Health and National Security yesterday, an agreement has been reached not to distribute condoms in penal facilities.

Among those who attended the meeting were Commissioner of Corrections Major Richard Reese and Health Minister Horace Dalley.

Mr. Dalley's controversial statement that he would support the issuing of condoms in prisons had triggered tension among inmates and correctional officers.

JOINT STATEMENT

Major Reese told The Gleaner yesterday that both ministries had agreed to issue a joint statement later this week.

Last Thursday, in an interview with The Gleaner, Minister Dalley supported calls for the distribution of condoms in the island's prisons. "I, as Minister of Health, cannot deny that HIV/AIDS infections exist among people who are incarcerated," he said. "I am not a minister who was dodging the truth."
