Looking for my birth certificate

The Editor, Sir:

I'm living in England and I have from May, this year, requested a copy of my birth certificate from Jamaica at a cost of £40. The reply I received is that the application and payment had been received but the record cannot be traced. I requested that my £40 be refunded but for over two months I received no reply. I also asked the Jamaica High Commissioner for help but I received no reply. Can anyone help to get my £40 back? I am very saddened to be treated like this by much loved Jamaica, and it was always my wish to return home after 40 years. I expect better treatment.
