I noticed your letter to The Gleaner Editor, published on Friday, August 25. Your enquiry is not at all unusual, as many persons have asked that same question.
Jamaica Post works with allied government agencies, including the Jamaica Customs Department, to process mail items that are categorised as packets and parcels. The payment you refer to is "import duties", and the Customs Department is responsible for determining charges (if any) for the items.
The Customs team operates under the Customs Act and dutiable items valued over US$20 attract customs duties. These are assessed on the basis of the cost of the items among other factors.
