Blackout report misses deadline

The group of Canadian experts commissioned to investigate the Jamaica Public Service Company's July 15 islandwide blackout has missed the deadline to submit its two-part report as recommendations for regulatory changes are not yet complete.

Contacted yesterday, Energy Minister Phillip Paulwell told The Gleaner that a teleconference has been scheduled for today at 9:00 a.m. to discuss the report.

Regulatory changes

"The report has not been submitted because, in addition to the causes (of the blackout), I also want to get recommendations for certain regulatory changes that the consultants are proposing, and that is what we will be discussing," he said.

A preliminary report was issued in August but the final report should have been sent to the Ministry of Industry, Technology, Energy and Commerce yesterday.

The team of experts from Gowling Lafleur Henderson LLP and Rusnov & Associates Limited in Canada was commissioned after Prime Minister Portia Simpson Miller had ordered the independent investigation into the blackout, citing that the prolonged power outage was a major threat to national security, consumer comfort and production.
