Spanish Ambassador Jess Silva honorary president of the foundation, in signing the agreement, said cultural and heritage tourism was a big part of Spain's culture.
"We think that for many tourists, especially those coming from Spain and Europe, that know this type of tourism, it would be very appealing," he said.
The project will see the Spanish Foundation contributing some J$5 million.
The project is expected to commence in June after a competition is staged to select the design for the trails.
