The Editor, Sir:It seems to me that the problems experienced by the courts concerning a lack of jurors is due in no small measure to the frustrating conditions that jurors face in the exercise of performing jury duty.
The amount paid for out of pocket expenses bears no resemblance to the reality of what obtains in regard to these items. To further compound the issue the tedious method of claiming the fees and the inordinate delays in obtaining a refund makes the exercise hardly worth the while.
If the courts wish to have an ample supply of jurors I suggest that consideration be given to streamlining the process so that out of pocket expenses are realistic and paid promptly.
In regard to streamlining the process it might make sense to pay a per-diem rate which covers all recoverable items such as - lunch, travelling, parking etc and this payment could be made at the end of the period of service, rather than having to prepare a claim form and await re-imbursement
In addition there are many senior citizens, retirees etc who have ample time to perform this service and by the use of these persons we would alleviate the need to utilize persons who are currently employed and for whom the exercise creates serious hardships for their businesses and the country's productivity.
