Dr Omar Davies, the man who held the reins at the ministry of finance for 14 years, on Tuesday started his duties as chairman of Parliament's Public Accounts Committee (PAC).
The Opposition is required to name one of its members to chair the PAC, according to the Standing Orders of Parliament.According to tradition, the opposition spokesman on finance is saddled with the job.It was the first meeting since the change of administration in September 2007.Dr Davies, in his opening remarks, hailed the former auditor general, Adrian Strachan, for his 30 years of service to the PAC."On behalf of all the members of the PAC, I wish to formally place on record our deep appreciation for his years of service in this most challenging post," Dr Davies said.He noted the long delay in examining the auditor general's reports for financial years 2004/2005 and 2006/2007.
More effective and efficient
"This delay, for whatever reasons, undermines the relevance and effectiveness of the reports."The former finance minister made proposals which, he said, would facilitate a more effective and efficient PAC.Dr Davies wants greater emphasis to be placed on the major deficiencies identified by the auditor general.In addition, he has suggested that the auditor general's office should examine each case to determine whether the breaches have been addressed or corrective measures have been instituted.The auditor general will also be asked to advise the PAC when the relevant accounting officer was alerted to the infringement, and the remedial steps which were, or were not, taken.Furthermore, Dr Davies wants the auditor general to send a copy of his report to the relevant minister, of his/her findings."This action is to ensure that members of the political directorate are fully briefed on matters, and seek to ensure that timely corrective action is taken."
