The introduction of a national honour to recognise the contributions of cultural icons like Louise Bennett and Bob Marley has been suggested.
The honour, Order of Jamaica Heritage, is being proposed as second in ranking behind the Order of National Hero.
The Rex Nettleford-chaired committee set up to review the system of national honours and awards last year has recommended that the number of National Heroes remain unchanged for the time being.
It said, however, that luminaries who fall short of the criteria for National Hero, but have made a significant impact on the country's heritage could be recognised with the Order of Jamaica Heritage.
Changes
The committee also recommended that prime ministers be conferred with the Order of the Nation when they leave office. At present, prime ministers are given the honour upon assuming office.
Nettleford's committee also recommended that not more than three persons be recognised with the Order of Jamaica each year.
Another new award suggested is that of Gallantry Companion of Honour, which would be a medal for extraordinary acts of gallantry.
Prime Minister Bruce Golding and his Cabinet reviewed the report on Monday before tabling a ministry paper on it Tuesday.
A human resource committee has been set up to examine the proposals and report to the House.
