THE EDITOR, Sir:THERE CAN be no doubt that crime has done serious damage to the country's development; and surely, no one knows how much more damage it will cause. This is so because those who have the primary responsibility to eliminate crime have demonstrated in no uncertain terms that they lack the capacity to do so. Therefore, the solution to crime is not going to come from the security forces, but from without.
Monetary reward
To hasten this prospect, the Government needs to make an offer of not less than J$5 million to whomever can craft the most effective crime-solving plan and present it to the Government. This kind of monetary reward will induce persons, or groups of persons, to dedicate the requisite time and effort it will demand to devise such a plan which, undoubtedly, will require enormous mental exertion. The reward money would not be paid until the recommendations contained in the plan begin to reap meaningful results.
