How come?

THE EDITOR, Sir:

It is publicly known in the preceding weeks of 2008, that on each occasion that price goes up, the reflection of that increase is felt/seen/implemented at our gas pumps/bills the following Thursday. How come?

No mention is made then of the previous amount of oil that was already purchased in bulk. What a shame! However, whenever, we the members of the public are to receive a relief/a reduction/a decrease in the price, we are being told about past bulk purchases. Something is wrong. We are not hearing the voice/regulation/decision of our Government or the Office of Utillities Regulation. How come?
